• Prohibits public entities from contracting with asbestos abatement contractors that have received 5 or more notices of environmental violations or been subject to administrative consent orders or consent judgments within the preceding 5 years, unless the entity investigates and determines the contractor can comply.

• Requires public entities to make written determinations about contractors with violation histories publicly available and to hold a public hearing with at least 30 days' notice before contracting with such contractors.

• Mandates that asbestos abatement contractors must undergo background investigation approval from the public entity before subcontracting with other asbestos abatement contractors.
