Appropriates $100,000 from the state general fund for fiscal year ending September 30, 2020 to supplement various state departments and agencies.

Allocates $100,000 to the Department of Health and Human Services for an "autism train the trainer grant" pilot project.

Requires the pilot project to train paraprofessionals and teachers in applied behavior analysis and research-based intervention strategies in a school district with headquarters in a city with population between 6,900 and 7,000.

Requires training of school personnel (teacher consultants, school social workers, school psychologists) on functional behavioral assessments, behavior support plans, and evidence-based behavioral health approaches.

Establishes performance measures including decreased center-program referrals, suspensions, removals, expulsions, paraprofessional absences, and increased teacher retention and safety; requires department report by September 1.
