Reduces gross appropriation for higher education fiscal year 2019-2020 from $1,685,545,000 to $1,685,395,000 (a decrease of $150,000).

Increases minimum tuition grant award per eligible student from $2,400 to $3,000 under the state tuition grant program.

Increases maximum tuition grant cap per independent nonprofit college or university from $4,200,000 to $5,000,000 annually.

Prohibits use of tuition grant funds to offset costs in other student financial aid programs.

Allows unexpended tuition grant funds from fiscal year 2019-2020 to carry forward and remain available for expenditure under a work project account.
