Appropriates $5,200,000 from the state school aid fund and $4,800,000 from the general fund for 2019-2020 only for school safety grants and a statewide secure schools program.

Authorizes up to $3,800,000 in general fund grants to implement a statewide secure schools phone application in K-12 public and nonpublic schools that enables 911 calls, text/email notifications, push notifications with location data, and messaging between emergency responders and users.

Directs remaining funds to competitive grants administered by the Michigan Department of State Police for schools, districts, and intermediate districts to purchase safety equipment, upgrade security measures, or conduct building safety assessments, with maximum grants of $50,000 per school and $250,000 per district.

Establishes grant eligibility requirements including updated emergency operations plans, prioritizes multi-agency partnerships and exterior access point security projects, and prohibits funding for weapons, body armor, new construction, indirect costs, and other specified ineligible expenses.

Requires the Department of State Police to issue grant guidance by February 1, 2020, begin awarding grants by May 1, 2020, and complete all projects by July 1, 2021, with reporting to legislative appropriations committees by August 1, 2021.
