Appropriates $350,000 from the general fund for fiscal year 2019-2020 only for a pilot program to train at least 60 early on providers in evidence-based parent-implemented intervention models for autism treatment.

Requires program providers to use evidence-based training programs and mandates that the Department of Education ensure training reaches early on providers across multiple intermediate districts based on program interest and training need.

Directs the Department to survey intermediate districts after pilot program implementation to measure program impact and report findings to the legislature, with authority to use up to 10% of funds for administration.

Defines "parent-implemented model of intervention" as a model where parents directly use individualized, developmentally appropriate intervention practices to increase social abilities in children with autism.

Permits the Department to determine payment schedules and establishes total state spending on school aid for fiscal year 2019-2020 at $13,392,535,100.00.
