Increases appropriation for supplemental payments to rural school districts from $6,000,000 to $7,000,000 for fiscal year 2019-2020.

Allocates $957,300 for districts operating grades K-12 with fewer than 250 pupils that have school buildings either 30+ miles from other public schools in the Upper Peninsula or located on non-bridge-accessible islands.

Allocates $6,042,700 for districts with fewer than 10.0 pupils per square mile, distributed with $5,200,000 as equal per-pupil payments to districts with fewer than 8.0 pupils per square mile, with tiered reductions for denser districts.

Requires intermediate superintendents to cooperatively develop spending plans for the first allocation that are approved by the superintendent of public instruction.

Establishes that districts receiving funds under the first allocation cannot receive funds under the second allocation.
