• Reduces state school aid fund appropriation for fiscal year 2019-2020 from $13,293,465,000.00 to $13,228,115,000.00 and general fund from $75,000,000.00 to $62,270,000.00.

• Reallocates early literacy coach funding from $21,000,000.00 to $31,500,000.00 and increases per-coach grant amounts from $75,000.00 to $112,500.00 while removing the requirement for 50% matching funds from intermediate districts.

• Increases higher education appropriations from $1,685,545,000.00 to $1,757,373,500.00 by establishing a new $110,000,000.00 Michigan reconnect grant program for adults 25 and older.

• Creates section 260 establishing the Michigan reconnect grant program to provide tuition and mandatory fee coverage for eligible Michigan residents age 25+ enrolled at least half-time in eligible institutions, with the Department of Treasury and Department of Labor and Economic Opportunity jointly administering the program.

• Deposits $50,000,000.00 from general fund/general purpose money into the talent investment fund for fiscal year 2019-2020 to support the Michigan reconnect grant program.
