Establishes a wholesale prescription drug importation program allowing Michigan to import prescription drugs from Canadian suppliers through licensed drug wholesalers to achieve cost savings for consumers.

Requires the Department of Health and Human Services to seek federal certification from the U.S. Department of Health and Human Services Secretary by October 1, 2020, before implementation.

Mandates the program comply with 21 USC 384 requirements, use only FDA-approved drugs, ensure tracking-and-tracing compliance, and prohibit distribution outside Michigan.

Requires the department to develop registration processes for insurers and pharmacies, maintain public pricing lists, operate a toll-free hotline, and submit annual reports on program operations to the legislature.

Authorizes the department to promulgate administrative rules and consult with the Attorney General regarding potential anticompetitive behavior in affected industries.
