Mandates drain commissioners provide notice of apportionment review meetings through newspaper publication, first-class mail, and certified mail to specified officials at least 10 days in advance.

Requires apportionment notices to include estimated assessment percentages, dollar amounts, annual costs, project duration, drainage district description, drain specifications, and website information with detailed project details.

Allows drain commissioners to make adjustments to estimated apportionment percentages, annual assessments, and project duration without additional notice or meetings after initial apportionment review.
