HB 5133 Summary

• Allocates up to $5,000,000 for fiscal year 2019-2020 to establish a school counselor corps grant program to support districts in providing school counseling services to students.

• Requires districts to submit applications including information on current counselor staffing ratios, school counselor standards adoption, partnerships with higher education institutions, funding plans, and postsecondary preparation services.

• Department awards grants based on consideration of factors including district dropout rates, remediation rates, percentage of free/reduced lunch eligible students, postsecondary enrollment rates, and geographic location, with priority given to districts above statewide average dropout/remediation rates.

• Grant recipient districts must spend at least 80% of newly hired counselor time on direct counseling services, collect and report data on program impact, and annually report hiring, professional development, and student outcome metrics to the department.

• Department must contract with Michigan College Access Network to administer the program and submit annual reports to legislative education committees beginning May 15, 2021.
