• Reorders language in section 1135 to list "public school academy" after "intermediate school district" in all references regarding student enrollment and record transfer requirements.

• Adds new section 1135a requiring school records to include school counselor notes, counselor contact information, mental health hospitalization documentation, and information about traumatic events experienced by the student.

• Makes inclusion of mental health and trauma information in student records conditional on written parental authorization (or student authorization if 18+ or emancipated), which must be provided to schools in a form prescribed by the department.

• Requires schools forwarding student records to new schools to also forward any written authorization, and prohibits forwarding mental health information without the authorization.

• Requires schools to dispose of mental health and trauma information from records upon student graduation or upon parental/student request in a manner prescribed by the department.
