HB 5145 Summary

• Eliminates the 1% cap on distributed generation programs that electric utilities previously could limit participation to, removing restrictions on how many customers can participate based on generator size categories.

• Removes the requirement that customer selection be based on application order received, replacing it with a requirement that selection be based solely on meeting interconnection and equipment requirements.

• Changes the distributed generation program design period from 10 years to 20 years.

• Removes provisions requiring distributed generation customers under 20 kilowatts to use "true net metering" and those over 20 kilowatts to use "modified net metering," eliminating the distinction between the two customer classes.

• Strikes language preventing utilities from recovering charges for net metering and distributed generation customers more than once, and removes restrictions on utility charges related to distributed generation programs.
