Prohibits transferring or acquiring legal or physical custody of any individual for money or other valuable consideration, with limited exceptions.

Prohibits arranging or assisting in permanent transfer, adoption, or placement of a child outside of court-supervised adoption proceedings or authorized child placing agencies.

Creates exceptions for adoptions supervised by courts, placements with relatives or licensed agencies, placements under the interstate compact on placement of children, and temporary placements under 180 days.

Establishes an additional exception for temporary placements based on family needs including respite care, school activities, or parental incapacity due to incarceration, military service, or medical treatment.

Violations are felonies punishable by up to 20 years imprisonment, a fine up to $100,000, or both; effective January 6, 2021.
