Establishes new Section 946 prohibiting operation of inspectable boilers without a valid inspection certificate and operation above maximum pressure specified on the certificate, with violations as misdemeanors punishable by fines up to $500 or up to 60 days imprisonment, with each day of violation counted as a separate offense.

Modifies boiler inspection certificate validity periods: power boilers valid for up to 12 months, low pressure steam/vapor heating boilers for up to 24 months, and hot water heating/supply boilers for up to 36 months, with 2-month grace periods allowed.

Allows the boiler board to approve exemptions from licensing and permit requirements for public utilities and industrial plants that maintain their own boilers and meet stringent quality program standards, including approved third-party inspection contracts and qualified welders.

Requires exempted utilities or plants to maintain comprehensive quality manuals documenting repair procedures, material controls, welding qualifications, maintenance records, and inspector access provisions, with audits conducted at least once every 3 years.

Takes effect 90 days after enactment (effective date: September 14, 2020).
