Establishes a $10.00 transfer of registration fee when applicants transfer vehicle registration from one vehicle to another under section 801 of the Motor Vehicle Act.

Requires collection of an additional $5.00 registration difference fee in three circumstances: when ownership transfer occurs and is not exempt from use tax; when a previously unregistered vehicle accompanied by manufacturer certificate of origin receives the registration; or when the new vehicle has a higher registration plate fee.

If the new vehicle's 12-month registration fee is less than the original vehicle's fee, collects the $10.00 transfer fee plus $5.00 difference fee with no refund of the difference.

Requires transfer of registration fees be deposited into the transportation administration collection fund created under section 810b until October 1, 2023.

Takes effect 90 days after enactment (effective September 29, 2020) and is conditional upon enactment of House Bill 5313 of the 100th Legislature.
