Supplements appropriations for various Michigan state departments and agencies for fiscal year ending September 30, 2020, with a total state general fund appropriation of $7,204,500.

Allocates $4,275,000 to the Department of Environment, Great Lakes, and Energy, including $375,000 from the Environmental Response Fund and $3,900,000 from oil and gas regulatory sources.

Allocates $2,929,500 to the Department of Natural Resources across multiple divisions: $2,000,000 for state parks, $300,000 for wildlife management, and $629,500 for forest resources.

Requires the Department of Natural Resources to use state parks funding to award grants to nongovernment organizations operating a statewide summer employment program for at-risk youth and veterans up to age 27.
