Authorizes municipalities to reproduce construction documents in electronic or digital file formats if the electronic format captures the entire document and accuracy is confirmed by a building official, planning commission, or signed affidavit.

Requires reproduced construction documents to be in PDF or another widely used secure format, made easily accessible at the clerk's office and on the municipality's website, with physical copies available for a reasonable fee.

Mandates a redundant copy of digitally reproduced construction documents be maintained at a bonded third-party digital storage vendor with minimum liability insurance of $500,000 per occurrence.

Permits municipalities to dispose of or destroy original construction documents after digital reproduction, except for documents involving historic sites, which must be retained.

Effective date: March 24, 2021, contingent on House Bill No. 5198 of the 100th Legislature also being enacted into law.
