Defines "small farm" as a farm organized as a proprietorship, partnership, or family corporation, not operated by a hired manager, with gross sales less than $250,000.

Requires the coordinator to promote agricultural diversification and connect small farm concerns with appropriate state departments or agencies.

Mandates the office create and operate an internet website providing resources for small farm operations, permit/license application support, and updates on state and federal agricultural laws and regulations.

Establishes procedures for the office's budgeting, expenditures, and personnel management under the Management and Budget Act.
