Establishes a $8,111.00 per-pupil allocation for public school academies meeting specific criteria: located in an intermediate district with 26,000-27,000 combined constituent membership, located in prosperity region 4, and having 550-700 total pupils.

Updates tax increment financing act references to include the recodified tax increment financing act of 2018 PA 57 and removes references to the corridor improvement authority act.

Adjusts discretionary nonmandated payments allocation for 2019-2020 to $4,445,760,000.00 (reduced from $4,480,600,000.00).
