Allows Michigan lottery winners of prizes over $10,000 to remain anonymous unless they agree in writing to disclosure of their name, address, or personal information.

Permits lottery prize winners to assign future prize payments to another person through a voluntary assignment approved by court order, subject to specific conditions including sworn affidavit and attorney general notification.

Requires court approval for assignments to find that the assignment is in writing, the assignor is of sound mind and acting without duress, legal counsel has advised the assignor, and the state has no further payment liability.

Prohibits solicitation of lottery prize assignments or pledges as loan collateral from being considered ticket sales under the lottery act.

Authorizes the commissioner to establish reasonable fees for administrative costs associated with processing prize assignments, including costs imposed by private annuity providers.
