Replaces "major controlled substance offenses" with specific violations under MCL 333.7401(2)(a)(i)-(iii), 7401(2)(g), and 7401(2)(h)(i)-(iii) of the Public Health Code to allow probation eligibility for certain drug offenses.

Permits courts to delay sentencing for up to 1 year to assess defendant eligibility for probation or drug treatment court participation.

Requires collection of supervision fees during delayed sentencing periods: $30.00 per month (without electronic monitoring) or $60.00 per month (with electronic monitoring), capped at 12 months.

Allows courts to waive supervision fees if the defendant is determined to be indigent.

Takes effect 90 days after enactment and is conditioned on House Bill No. 5137 being enacted into law.
