Expands the definition of "police officer" to include transit police officers employed by public bodies created under interlocal agreements for metropolitan transportation authorities who are licensed under Michigan commission on law enforcement standards.

Adds comprehensive streetcar-related definitions including "streetcar," "streetcar track," "street railway," and "street railway system" throughout the Michigan Vehicle Code.

Requires vehicles and bicycles to avoid blocking, delaying, or interfering with streetcar movement on streetcar tracks, with exemptions for emergency situations and special circumstances.

Creates new Chapter VIA establishing conduct rules for streetcar systems, including provisions prohibiting fare evasion, loitering in stations, smoking, animals (except service animals), eating/drinking, trash disposal, excessive noise, and oversized objects on streetcars and in stations.

Authorizes street authorities and law enforcement to remove bicycles, vehicles, or property blocking streetcar tracks and allows volunteers to issue citations for parking violations that interfere with streetcar movement.
