Amends the definition of "ordinance" in MCL 600.8701 to include temporary vessel speed limits established by county emergency management coordinators or sheriffs under the natural resources and environmental protection act.

Clarifies that when a temporary vessel speed limit ordinance is violated, the county or municipality that requested the speed limit is considered the political subdivision whose ordinance has been violated for purposes of civil infraction actions.

Establishes that violations of temporary vessel speed limits are classified as municipal civil infractions subject to civil sanctions determined by preponderance of the evidence.

Makes conforming amendments to sections 113 and 8703 of the 1961 Public Act to incorporate references to temporary vessel speed limit ordinances throughout the civil infraction framework.

Effective April 2, 2020, with conditionality that the act takes effect only if House Bills 5401 and 5463 are also enacted into law.
