Prohibits group and nongroup health care corporation certificates from requiring face-to-face contact between health care professionals and patients when services can be appropriately provided through telemedicine.

Requires telemedicine providers to be licensed, registered, or otherwise authorized to practice in the state where the patient is located.

Defines telemedicine as electronic media linking patients with health care professionals in different locations using secure, HIPAA-compliant interactive audio or video telecommunications or store-and-forward online messaging.

Telemedicine services remain subject to all certificate terms including copayments, coinsurances, deductibles, and approved amounts.

Applies to health care certificates issued or renewed after December 31, 2012; effective immediately upon Governor's signature on June 24, 2020.
