Adds definition of "telemedicine" to Michigan's mental health code, requiring health care professionals to examine patients via secure, Health Insurance Portability and Accountability Act (HIPAA) compliant interactive audio or video telecommunications systems, or through store-and-forward online messaging.

Expands definition of "recipient" to include individuals receiving mental health services either in person or through telemedicine from the department, community mental health services programs, or contracted providers.

Adds 15 new statutory definitions to sections 100c and 100d of the Mental Health Code including "transfer facility," "transition services," "treatment," "urgent situation," and "wraparound services."

Takes effect immediately upon governor's approval on June 24, 2020.
