• Amends Michigan's sentencing guidelines (MCL 777.14h) to add felonies related to beverage container deposit fraud under MCL 445.574(2).

• Creates new Class C felony for failure to originate and maintain deposit records on containers valued $20,000-$50,000 with intent to defraud, with maximum 15-year sentence.

• Creates new Class B felony for failure to originate and maintain deposit records on containers valued over $100,000 with intent to defraud, with maximum 20-year sentence; takes effect 90 days after enactment and is contingent on passage of HB 5424.
