HB 5457 Summary

• Creates a 17-member Committee to Study Drug Prices within the Michigan Legislative Council with members from legislature, state agencies, health plans, pharmaceuticals, pharmacies, and the public.

• Committee must study prescription drug pricing issues including the drug supply chain, roles of manufacturers/distributors/insurers/pharmacies, financial transactions, rebates and discounts, and government procurement impacts.

• Committee shall examine cost management methods used by health insurers and pharmacy benefit managers, including utilization management, formularies, and pharmacy networks.

• Committee must submit final report to legislature with findings and recommendations for legislative action by the earlier of 3 years after enactment or upon report submission.

• Committee is automatically repealed upon submission of final report or 3 years after effective date, whichever occurs first.
