Adds definition of "temporary ordinance" to mean a local ordinance adopted by a political subdivision for watercraft control or administrative rules under new section 80112a.

Allows political subdivisions to submit applications and resolutions to the department for temporary ordinances on water bodies within their jurisdiction, with department review and investigation required within specified timeframes.

Temporary ordinance takes effect when the political subdivision's governing body adopts it at a public meeting and notifies the department, provided this occurs within 30 days of department submission.

Temporary ordinance expires 6 months after department notification of adoption and may only be extended or renewed in consecutive years if the political subdivision is actively pursuing a permanent special rule under sections 80110 and 80111, with public hearing already held.

Prohibits renewal of temporary ordinance in consecutive years if the department director determines a permanent special rule is not needed under section 80110(5).
