• Amends the Public Health Code to add violation of the "Prohibition of Overtime in Health Care Act" as grounds for the Department of Health and Human Services to deny, limit, suspend, or revoke a health facility or agency license or certification.

• Establishes administrative penalties of not less than $100 and not more than $1,000 per violation for health care licensees who violate the overtime prohibition law.

• Requires the department to consider whether a violation is a second or subsequent offense when determining the amount of the administrative fine.

• Ties the effectiveness of this bill to the passage of either Senate Bill 5471 or House Bill 5471 of the 100th Legislature.
