By October 1, 2021, the Department of Technology, Management, and Budget must establish and document a process for accounting and monitoring of information technology projects exceeding $250,000 that aligns with industry best practices.

The process must include identification and monitoring of cost overruns and accounting for change orders on projects spanning multiple fiscal years.

The department must communicate the process and defined roles to all involved parties.

State agencies must track and report all IT project spending both within and outside the information technology fund, including costs for contractors, employees, hardware, software, and maintenance.

State agencies must report on system-related contracts or projects with specific appropriations to ensure funds are spent only on development and maintenance of that system.
