Permits drain commissioners to use county staff or prequalified contractors for nonpetitioned maintenance work without sealed bidding, while maintaining a public list of prequalified contractors and their selection criteria.

Allows drainage districts to borrow money and accept advances from public or private entities for drain projects, with contracts or notes under $600,000 subject to the Agency Financing Reporting Act rather than the Revised Municipal Finance Act.
