Appropriates $645,000,000 from the state general fund for fiscal year ending September 30, 2020 to supplement state departments and agencies.

Allocates $230,910,000 on a one-time basis to cities and villages for road infrastructure and maintenance.

Allocates $414,090,000 on a one-time basis to county road commissions for road infrastructure and maintenance.

Requires funds distributed to county road commissions and cities/villages to be used in accordance with sections 12 and 13 of 1951 PA 51, MCL 247.662 and 247.663.

Total state spending from state sources to be paid to local units of government is $645,000,000.00 in accordance with the state constitution article IX section 30.
