• Updates references to federal public health law by replacing citations to current title 15 of the Public Health Services Act (42 U.S.C.) with references to former title XV of the Public Health Service Act, Public Law 93-641.

• Corrects terminology in the definition of "institutional health services" by removing the reference to the state certificate of need program under Act No. 256 of the Public Acts of 1972.

• Changes mandatory language throughout the statute from "shall" to "must" and updates grammatical phrasing in sections governing the state health planning council's duties and the office's responsibilities.

• Removes subsections (i) and (j) that previously required the council and office to perform duties specified in part 222 of the public health code.

• Takes effect 90 days after enactment, contingent upon passage of Senate Bill No. ____ or House Bill No. 5510 (the tie-bar bill).
