Removes the prohibition on exporting minnows, wigglers, and crayfish taken from Michigan waters, allowing residents with permits to transport these bait species outside the state.

Permits the export of wholesale minnows, wigglers, and crayfish that were harvested from outside Michigan's jurisdictional waters and imported into the state, provided they are kept separately from Michigan-harvested bait.

Requires persons transporting wholesale bait species to produce documentation including shipment origin, permits, destination proof, and other evidence upon demand by the director or law enforcement officer.

Maintains existing restrictions on using live goldfish or carp as bait and on offering lamprey as bait.

Allows charter fishing guides to possess and provide minnows, wigglers, and crayfish purchased from licensed wholesale or retail outlets to clients without additional permits, provided they retain purchase receipts.
