Establishes the Michigan Reconnect Grant program to provide last-dollar financial assistance to individuals age 25 and older seeking associate degrees or industry-recognized certificates or credentials.

Sets eligibility requirements including being at least 25 years old, a Michigan resident for at least one year, high school graduate or equivalent, enrolled at least half-time in a Pell-eligible program, and having never earned an associate or baccalaureate degree.

Limits Michigan Reconnect Grants to the cost of in-district tuition and mandatory fees at eligible institutions, less all gift aid received, with grants available for up to 4 years or until an associate degree is earned.

Creates the Reconnect Private Training Learning Initiative to award skills scholarships up to $1,500 to individuals age 25 and older for qualified occupational training programs at approved private training institutions.

Caps annual appropriations for the private training initiative at $1,500,000 and requires annual reporting to the legislature on applicants, approved institutions, programs, and scholarship recipients.
