• Mandates that institutions report Phase I student graduation rates and Pell grant recipient graduation rates to the P-20 longitudinal data system by December 1, 2020, using established success rate methodology.

• Allows unexpended and unencumbered tuition incentive program funds from fiscal year 2019-2020 to carry forward beyond September 30, 2020, instead of lapsing.

• Prohibits the Department of Treasury from awarding Phase I funding to otherwise eligible students at institutions that fail to submit required data to the P-20 system by October 15 for the prior academic year, effective fiscal year 2020-2021.
