HB 5602 Summary

• Exempts business monitoring systems, home monitoring systems, and low-voltage electric fences from permit and approval requirements when installed by a qualified provider.

• Defines "business monitoring system" as audio, video, or sensor detection devices under 50 volts for remote business premises monitoring, excluding fire alarm and life safety systems.

• Defines "home monitoring system" as audio, video, or sensor detection devices allowing individuals to remotely monitor and control home environment including temperature, lighting, doors, and locks.

• Establishes low-voltage electric fence requirements including 10-foot minimum height, nonresidential zoning only, 12-volt battery power limit, compliance with International Standard IEC 60335-2-76, warning signs in English and Spanish every 60 feet, and surrounding nonelectric fence/wall of at least 5 feet height.

• Limits "provider" to system providers registered under the Security Alarm Systems Act (2012 PA 580) or contractors licensed under the Private Security Business and Security Alarm Act (1968 PA 330).
