• Allows utility customers to choose between traditional meters or advanced meters regardless of which utility serves them.

• Prohibits utilities from making service contingent on meter type, imposing fees for opting out of advanced meters, or installing advanced meters without proper customer notification and opt-out opportunity.

• Requires utilities to notify customers in writing at least 45 days in advance of advanced meter installation, clearly explain the opt-out process, and remove advanced meters within 30 days of customer request for a one-time fee not exceeding $150.

• Permits customers to self-read meters monthly and establishes privacy protections for customer energy data, prohibiting utilities from selling or sharing data except by court order or law.

• Restricts remote service shutoffs to situations where a utility representative visits the property 48 hours in advance and the utility maintains a commission-approved security program to prevent unauthorized shutoffs.
