• Creates a "Pandemic Outbreak Fund" within the state treasury to receive money and other assets from any source, with the state treasurer directing investments and crediting interest earnings to the fund.

• Authorizes the department to spend appropriated fund money only for coronavirus-related costs including items in section 5111a of the Public Health Code, reimbursements to insurers under insurance code section 3406v, and costs in section 109 of the Social Welfare Act.
