Adds medical assistance coverage for COVID-19 related services including physician office visits, telemedicine examinations, hospitalizations, prescribed drugs, vaccines, laboratory tests, hand sanitizer, and face masks.

Requires Medicaid coverage for costs associated with quarantine, detention, or isolation ordered by any governmental entity related to COVID-19.

Maintains existing provisions requiring director notice to public and legislative committee approval for proposed changes to reimbursement methods that would increase or decrease payments by 1% or more within 12 months.

Takes effect 90 days after enactment into law.
