Requires electric utilities to provide bill credits to customers whose service is not restored within 16 hours during normal conditions or 120 hours during catastrophic conditions.

Residential customers receive a bill credit of $25.00 or their monthly service charge, whichever is greater; nonresidential customers receive their minimum bill prorated daily.

Customers with smart meters automatically receive the bill credit unless they opt out; customers without smart meters must apply through a process prescribed by the Public Service Commission.

Defines "catastrophic condition" as severe weather affecting 10% or more of customers or an event triggering an official state or local emergency declaration.

Bill credits are applied to the customer's next electric utility bill.
