• Adds communications infrastructure, including broadband and high-speed internet, to the list of improvements townships may make under special assessment districts.

• Allows townships to fund broadband and internet improvements through the same bonding and special assessment process used for roads, sewers, water systems, and parks.

• Changes statutory language from "shall" to "must" in sections requiring written approval from state transportation department, county road commissioners, and county drain commissioners for certain improvements.

• Effective 90 days after enactment into law.
