Requires school districts and intermediate districts to post annual operating budgets and budget revisions on their websites within 15 days of adoption, or on their intermediate district's website.

Mandates districts post visual charts showing personnel expenditures (salaries, benefits, retirement costs) and all district expenditures (instruction, support services, business/administration, operations/maintenance) using existing departmental data.

Requires districts to make publicly available: collective bargaining agreements, health care benefits plans, educational management organization contracts, audit reports, health benefit plan bids, procurement policies, reimbursable expense policies, accounts payable registers, and superintendent/high-earning employee compensation details.

Obligates districts to disclose dues paid to associations, lobbying expenditures, deficit elimination plans, credit card information and limits, and costs/details of out-of-state administrator travel paid by the district.

Establishes penalties allowing the department to withhold up to 10% of state school aid if districts fail to comply with disclosure requirements by end of fiscal year.
