Reduces the automatic duration of gubernatorial declarations of emergency from 28 days to 14 days before requiring legislative approval for extension.

Requires the governor to seek approval by resolution from both houses of the legislature to extend either a disaster or emergency declaration beyond the 14-day period for a specific number of additional days.

Maintains existing requirements that the governor must issue executive orders or proclamations terminating disaster or emergency declarations when conditions no longer exist.
