Amends the Emergency Powers of Governor Act to clarify the governor's authority to proclaim states of emergency during public crises, disasters, or catastrophes.

Removes the list of specific emergency powers the governor may exercise (traffic control, curfews, assembly restrictions, alcohol and explosives regulations) from statutory language.

Requires emergency orders, rules, and regulations to be made public and allows the governor to amend, modify, or rescind them during the emergency period until declared ended.

Explicitly prohibits the seizure, taking, or confiscation of lawfully possessed firearms, ammunition, or other weapons under emergency powers.

Changes the title of the official who may apply for emergency declaration from "commissioner of the Michigan state police" to "director of the department of state police."
