• Replaces "shall" with "must" throughout MCL 15.263 to modernize language regarding open meeting requirements for public bodies.

• Permits public body members to attend meetings electronically or telephonically in real time when the governor declares both a state of disaster under the Emergency Management Act and a state of emergency under 1945 PA 302.

• Requires electronic or telephonic participants to have full rights of participation and be counted as present at the meeting when attending under the emergency provisions.

• Mandates that if all members attend electronically or telephonically, the public body must provide advance notice explaining the reason and detailing procedures for the public to also attend and participate electronically or telephonically.

• Establishes that the emergency remote attendance provision supersedes any conflicting local charter, ordinance, or rule provision.
