• Prohibits removal or exclusion of tenants, vendees, or mobile home owners from residential premises during the state of emergency declared under Executive Order No. 2020-4 and until June 1, 2020, except when they pose a substantial risk to another person or imminent and severe risk to property.

• Bars entry into residential premises to remove or exclude tenants, enforce writs of restitution, or execute eviction orders during the emergency period, with the same exception for substantial or imminent risks.

• Prohibits serving process that requires forfeiture of leased residential premises or mobile home park residences during the emergency period.

• Allows courts to adjourn proceedings, suspend or toll limitations periods and deadlines, and suspend or toll redemption periods during the emergency period.

• Establishes violations as misdemeanor offenses punishable by up to 90 days imprisonment or $500 fine, while preserving courts' equitable powers and landlords' rights to demand rent payment (though demands cannot include possession demands or be served by personal delivery).
