HB5724 Summary

• Suspends scope of practice, supervision, and delegation requirements for various health professionals during the COVID-19 emergency declared in Executive Orders 2020-30 and 2020-49 to support facility pandemic response.

• Allows physicians assistants, advanced practice registered nurses, registered professional nurses, licensed practical nurses, and pharmacists to provide medical services without required supervision or practice agreements when appropriate to their training and experience.

• Permits registered and licensed practical nurses to order throat or nasopharyngeal swab collection for COVID-19 testing, and allows medical students, physical therapists, and emergency medical technicians to volunteer in designated health facilities.

• Authorizes out-of-state licensed health professionals in good standing to practice in Michigan and suspends certain licensure requirements including examinations, fingerprinting, and continuing education during the emergency declaration.

• Expands pharmacist authority to dispense emergency refills of non-controlled prescription drugs, operate in temporary locations, dispense and administer COVID-19 treatments, substitute therapeutically equivalent drugs for critical shortages, and supervise pharmacy staff remotely.
