• Replace "shall" with "must" in existing flammable liquid and gas transport restrictions for trucks and trailers in MCL 257.722a.

• Suspend all state and local seasonal load restrictions and noise/timing restrictions on loading and delivery during the state of emergency declared under Executive Order 2020-33 for deliveries meeting immediate public needs.

• Require the state transportation department and local authorities to issue permits allowing nonseasonal local weight restrictions to be exceeded during the emergency, reflecting bridge weight tolerance for qualifying deliveries.

• Define "deliveries that meet the immediate needs of the public" to include COVID-19 medical supplies, safety/sanitation equipment, emergency food restocking, temporary housing and quarantine facilities, designated persons for isolation/quarantine, and medical or emergency service personnel.
