Extends expiration dates for vehicle registrations, operator's licenses, chauffeur's licenses, and related permits that expired on or after March 1, 2020, making them valid until March 31, 2021 instead of December 11, 2020.

Extends the validity period for commercial driver licenses, medical certifications, hazardous material endorsements, and commercial learner's permits expiring on or after March 1, 2020 until March 31, 2021.

Waives late fees on vehicle registrations that expire on or after March 1, 2020 and are renewed by March 31, 2021 for both commercial and non-commercial vehicles.

Changes language throughout the Michigan Vehicle Code from "shall" to "must" for grammatical consistency, and increases the age threshold for odometer disclosure requirements from 10 years to 20 years old.

Ties the bill's effectiveness to the simultaneous enactment of House Bills 5729 and 5735.
